On April 22, 2025 Pakistan backed Lashkar‑e‑Taiba terrorists massacred Hindu tourists at Baisaran meadow. Twenty‑four hours later New Delhi served a note verbale placing the 1960 Indus Waters Treaty (IWT) “in abeyance” until Pakistan verifiably ceases cross‑border terrorism.
