Bharat Goes Whole Hog in Neighbourhood

Stability, progress and growth is what Bharat seeks to achieve in South Asia through its ‘neighbourhood first’ policy Dr Divya Gupta Post-independence in 1947, Bharat pursued a regional policy based on the principle that neighbours are important to national security and a market that can contribute to India’s economic development. Given the bipolar world order that prevailed during Cold War, Bharat pursued non-alignment based on its stated global role as the third-world leader. India built her policy on the basis of “The Five Principles of Peaceful Co-existence” (Panchsheel) which was first signed on April 28, 1954 between then Prime Minister Jawaharlal Nehru and his Chinese counterpart Zhou Enlai. Panchsheel covered issues like sovereignty and integrity, territorial integrity, no mutual aggression, non-interference in each other’s internal affairs, equality, mutual benefit and peaceful coexistence. Panchsheel agreement was considered one of the significant bases for building foreign policy with immediate neighbouring countries that India pursued after independence. But, Prime Minister Nehru was particularly interested in building and strengthening international cooperation especially among developing countries. Indian foreign policy during that period had focused more on international relations than neighbourhood relations. After end of Cold War, India made significant adjustments in her foreign policy framework owing to international, regional changes and internal challenges. Over the years, India has gradually come to occupy a significant role on strategic chessboard within the region and the world. A person who thought ahead about close relationship with neighbouring countries was former Prime Minister Inder Kumar Gujral, known for his Gujral doctrine, a policy orienting the relationship between India and its neighbours. Gujral doctrine was a policy that sought friendship based on sovereign equality and non-interference with “non-reciprocal magnanimity” towards smaller countries such as Bangladesh, Nepal, and Sri Lanka. The incumbent Prime Minister Narender Modi has formulated, followed and executed “neighbourhood first policy” in letter and spirit with respect to our immediate neighbours including Afghanistan. Essence of this policy is the desire to effectively contribute to the construction and architecture to establish a stable foundation of peace and cooperation in South Asia in particular and Asia in general as a responsible, stable and large country. Narendra Modi expanded the matrix of his foreign policy framework, took new line showing distinct imprint in his policies. He formulated his foreign policy doctrine (Modi doctrine) and introduced new pillars of India’s foreign policy (Panchamrit) including five pillars: dignity, dialogue, shared prosperity, regional and global security, cultural and civilization linkages aimed at affirming India’s position as a rising power in the world. During high-level discussion at 69th session of United Nations General Assembly in September 2014, Prime Minister Modi said, “The destiny of a country is linked to its neighbourhood. That is why my government has placed the highest priority on advancing friendship and cooperation with neighbours” (Modi 2014). He argued that “neighbours are the number one priority” which is considered a bright spot in India’s foreign policy. India’s ‘Neighbourhood First policy’ guides its approach towards management of relations with countries in its immediate neighbourhood, i.e. Afghanistan, Bangladesh, Bhutan, Maldives, Myanmar, Nepal, Pakistan and Sri Lanka. The policy is based on the idea that a stable and prosperous neighbourhood is essential for Bharat’s economic and security interests. The Neighbourhood First Policy is also part of Bharat’s larger vision of becoming a leading power in the region and world. India’s Neighbourhood First policy can also be seen as a manifestation of Modi government’s vision of building ‘Vasudhaiva Kutumbakam (the world as one family). Vaccine diplomacy and development assistance based on mutual respect and equal partnership are two most important pillars to catapult India’s Neighbourhood First policy[i]. Vaccine diplomacy has been seen as pragmatic response to a global pandemic and way to strengthen its image as a responsible leader at both regional and global levels. Noteworthy, Indian diplomacy, particularly during the Covid-19[ii] pandemic, resulted in India being recognised ​​on the world stage as a harbinger of hope providing necessary help to needy nations and their people globally. As part of India’s Neighbourhood First policy, India, through its vaccine diplomacy (Vaccine Maitri)[iii], extended help to many countries of the world and neighbouring countries during the Covid-19 pandemic. Also, and notwithstanding that India was affected very badly, particularly during the second wave, India handled the situation very well to overcome the worst effects of the pandemic relatively, and at the same time, help other countries to address the challenge. Primary beneficiaries of Vaccine Maitri in South Asian region are Bangladesh (Rs 22.5928 million in total supplies in the form of commercial and grant assistance, followed by Nepal (Rs 9.499 million); Sri Lanka (Rs 1.2640 million); Afghanistan (Rs 1.4680 million); Bhutan (Rs 0.55 million) and Maldives (Rs 0.312 million). India committed $10 million to South Asian Association for Regional Cooperation (SAARC) Fund to address the global pandemic. Keeping with the spirit of Vasudhaiva Kutumbakam, India is providing support to Afghanistan and Sri Lanka to address their myriad challenges through its development assistance initiative. Since the Taliban assumed charge in Afghanistan, India supplied wheat and other essential food items and Covid-19 vaccines as humanitarian aid to Afghanistan. In its budget for 2022-23, India allocated Rs 2,000 million as development assistance to Afghanistan. Apart from this India also provides financial assistance to neighbouring countries through Lines of Credit (LoCs), Grant-in-aid, Credit Facility, Currency Swap Facility and others. India has extended four Lines of Credit worth US $ 7.862 billion to Bangladesh under Indian Development and Economic Assistance Scheme (IDEAS). India also supports Bangladesh in several developmental and infrastructure projects across sectors such as roads, highways, railways, ports, power transmission, waste management, economic zones, information and communication technology, solar power generation etc. India has also provided Rs. 45,000 million as development assistance for 12th Five Year Plan (November 2018-October 2023) to Bhutan. India has extended five LoCs totalling to US $ 1.33 billion[iv] to Maldives including assistance to Greater Male Connectivity Project. India has provided budgetary support to Maldives. Bharat’s Security Prowess Unsettles West-Centric Global Security Dynamics

Unsubstantiated allegations and politicised narratives not only strain diplomatic ties but also detract from the collaborative efforts needed to combat global terrorism effectively. Rahul PAWA / @imrahulpawa Over the past year, Bharat has found itself at the epicentre of Western allegations, coupled with old friend camaraderie with Pakistani generals accusing Indian officials of undermining the sovereignties of nations by purportedly engaging in the termination of terrorists in Canada, the United States, and Pakistan. This intimidating interest in alleged Indian clandestine security operations, raises pivotal questions about the underlying motives and the broader global dynamics at play. Concurrently, it signals Bharat’s ascendance in the realm of global security as a revitalised and influential force, unsettling the traditional West-centric world order. In an era where the global threat landscape is increasingly complex, global and interconnected, Bharat’s extraordinary criminal justice measures to neutralize terrorists over the past decade—such as the 29 September 2016 surgical strike on terrorist launchpads across the Line of Control in Pakistan Occupied Indian territory of Jammu Kashmir, and the 2019 airstrike on the Jaish-e-Mohammed training camp in Balakot, Pakistan—are particularly significant. Under the leadership of Indian Prime Minister Modi, these operations had shed the ‘outdated and reluctant’ image of Indian security agencies of the past, showcasing new Bharat’s capability and resolve. The operations were conducted with a notable degree of professionalism, responsibility and transparency, as the Indian PM informed Pakistani counterparts prior to disclosing them to the world. These actions not only announced Bharat’s arrival as a formidable security force, but also challenged the traditional West-centric world order. Recent Western allegations, devoid of substantive evidence as seen in opinion heavy reporting of ‘The Guardian’ claiming Bharat’s role in tens of terrorist terminations in Pakistan, a covert unseen Five Eyes network intelligence report regarding the killing of Canadian terrorist Hardeep Singh Nijjar and subsequent local vote-bank influence as evidenced in Canada, along with the case involving alleged attempted assassination of Gurpatwant Singh Pannun, the US-based face of the proscribed terrorist entity SFJ, appear to be part of a broader strategy aimed at exerting collective pressure and undermining Bharat’s assertive stance against terrorism. Bharat which has long been a victim of cross-border terrorism orchestrated by Pakistan and its extensive global terror network, which includes Canadian and American terrorists. Canadian terrorists like  Talwinder Singh Parmar of Babbar Khalsa masterminded the 1985 bombing of Air India Flight 182, claiming 329 innocent lives. Similarly, American terrorists like David Coleman Headley and his Canadian accomplice Tahawwur Rana played pivotal roles in the dastardly 2008 Mumbai attacks by Lashkar-e-Taiba, resulting in 175 deaths and over 300 injuries. More recent attacks, such as the 2016 Uri assault by Pakistan-backed Jaish-e-Mohammed, which killed 19 Indian soldiers and injured 30, and the 2019 Pulwama suicide bombing by Jaish-e-Mohammed and Lashkar-e-Taiba, which took the lives of over 40 Indian police personnel, underscore the persistent threat Bharat faces. In this context, Bharat’s measures acknowledged criminal justice measures like listed above to protect itself are not only moral and lawful but also a national security imperative. However, the coordinated western and Pakistani allegations involving unravellings like Nijjar’s assassination in Canada, an attempted assassination of Pannun, and tens of terrorist assassinations in Pakistan appear more fixed at challenging the newfound capabilities of Bharat’s security apparatus under Prime Minister Modi. This stance appears discordant with traditional security superpowers that often perceive national security as their exclusive domain. Most importantly, Bharat’s strategic partnerships with various nations, including those in the West, are built on mutual respect and shared interests. These alliances are grounded in a mutual commitment to promoting global stability, economic development, and security. However, for these relationships to thrive and be truly effective, they must be free from unwarranted accusations and intimidation that can undermine trust and cooperation. Unsubstantiated allegations and politicised narratives not only strain diplomatic ties but also detract from the collaborative efforts needed to combat terrorism effectively. By fostering an environment of mutual trust and respect, Western nations and Bharat can work together to dismantle terrorist networks, prevent radicalisation, and enhance global security. In conclusion, it is imperative that Western nations avoid actions that could be perceived as coercive or dismissive of Bharat’s security concerns. Instead, they should prioritize engagement that is based on equality, respect, and a shared commitment to eradicating terrorism. By doing so, they not only reinforce their alliances with Bharat but also bolster the collective ability to address and overcome the multifaceted challenges posed by terrorism in the 21st century. It is time for the international community to support Bharat’s efforts to create a secure and stable world, acknowledging that a strong and secure Bharat is beneficial for global peace and prosperity. Brief: Foreign Media, Political Players in Bharat’s Elections

Bharat, a country with 1.4 billion population and over 968.8 million registered voters, is in the midst of largest democratic exercise of franchise in seven phases over two months ending on June 4. In the midst of election fury, Indian Prime Minister Narendra Modi visited Bellari, the mining town in the country’s southern state of Karnataka a few days back. Prime Modi made a significant statement relating to foreign propaganda in the elections to Bharat’s Parliament with upper and lower houses. A few were surprised when Modi said, “when the country is progressing rapidly, some countries and some institutions do not like it. There are many people who do not want a strong Bharat. They want the country and its government to be weak so that they can easily make profits. Since 2014, a campaign for cleanliness has been going on in the country’s power corridors. Bharat will progress as a developed nation.” Progressing to become a developed nation is logical extension of high growth trajectory in which Bharat is currently cruising. But, what stands out is Indian Prime Minister’s assertion about the country’s foes that may like to disrupt this organic progression by influencing the electoral process. In a nuanced speech, Prime Minister Modi talked about foreign powers’ false propaganda, interference and attempts at intervention in Bharat’s elections to see a weak and pliable government at helm in New Delhi. Dreams, Promising Careers to Abrupt Death!

Harsh realities faced by Indian students seeking opportunities in US, Europe, UK & Australia need immediate recognition with comprehensive solutions Rohan Giri Shocking murder of Chirag Antil, 24-year-old student in Vancouver, Canada brings to fore pressing concerns that overseas students in particular from India faced while studying abroad. Chirag’s murder is not a singular instance. It’s culmination of several other such cases.  It should be seen in light of the troubling trend of violence that impacts students who travel to several countries across geographies for education, leisure, work and business apart from leisure. A string of murders or deaths that were reported by media houses from different countries prompts immediate concerns about the adequacy of safety and protection measures for these expatriates. Since beginning of 2024, more than eleven Indian students in United States alone have tragically died, either as victims of murder or under suspicious circumstances. Chirag’s case follows an unsettlingly recognizable pattern: like most such occurrences, police investigations continue without capturing any of the perpetrators. US and Canadian authorities and media outlets till now have viewed many of these incidents as part of crime statistics and road rage. But, it’s important to recognize that each of these incidents signifies a profound and tragic loss for the families who have endured loss of their children. Chirag, hailed from Sonipat, Haryana, aspired to continue his studies in Canada. But, abrupt end to his life casts a long shadow over safety and wellbeing of our youngsters in these self-proclaimed advanced societies and nations. The response—or lack thereof—from local authorities, as well as perceived indifference, can exacerbate the family’s trauma. According to Chirag’s brother, Romit, communication from Canadian police has been minimal leaving the family to grapple for answers and support. Chirag’s murder has till date not been directly linked to targeted killing, but it is important to recognize the general threat perception for Indian diaspora in certain regions including threats from extremist groups.  Khalistani extremist activity has been of significant concern in parts of Canada apart from US, European cities and UK. These extremist elements have had targeted persons of Indian origin over the years, creating a climate of fear and insecurity among the community. Violence plagues Vancouver as multiple gangs often engage in clashes, frequently involving innocent bystanders in their violent fights. Harsh Khatri, a close friend of Chirag Antil has told Glacier Media, “Antil was in the wrong place at the wrong time and misidentified.” Although Khatri did not explicitly attribute the occurrence to any particular gang or plot, the hint was apparent: these gangs are still actively and dangerously operative in Vancouver. A violent rampage from December 2020 to May 2021 highlights this dark reality resulting in loss of over fifteen lives due to gang-related violence. These violent clashes reflect picture of a city grappling with a persistent battle against gang violence where misidentification could lead to death. The city’s cycle of violence is heavily influenced by drug traffickers operating at medium to high levels. On March 30, 2024 gunfire broke out during daytime hours causing mayhem on streets of downtown Vancouver. The incident occurred on a Saturday afternoon, causing frightened visitors to quickly seek shelter in surrounding establishments and cafés. Eyewitness claimed that the assault was directed towards a specific individual who is believed to be a member of the infamous Brothers Keepers gang. The victim was inside a black SUV when bullets ruthlessly penetrated it. With a sense of urgency, the impaired vehicle rushed uncontrollably from an alley onto Robson Street, resulting in a collision with another SUV. In the midst of this disorder, two dogs sustained bullet injuries, requiring immediate medical attention from a veterinarian. There were no other injuries recorded. Nevertheless, the individuals responsible for the shootings are still unidentified and not apprehended and this resulted in the community not being able to cope with the ongoing recurrence of violence associated with gangs. Situation emphasizes the importance of strong and effective support mechanisms for students, both from the countries hosting them and from their home country’s diplomatic channels. The efforts made by Chirag’s family to bring his body back to their home country Bharat with the help of an internet fundraising platform (GoFundMe) and involvement of Indian authorities highlight larger problem of bureaucratic and logistical obstacles that can intensify the sorrow experienced by grieving families. Indian government and its diplomatic missions overseas have consistently expressed concern about escalation in extremist activities and their potential consequences for security of Indian diaspora. Indian students in Canada have an extra level of vulnerability which necessitates that they be more cautious and take stronger security measures. Extremist factions have a tendency to escalate isolated incidents into larger confrontations or deliberate assaults on individuals with Indian affiliation. The lack of immediate and transparent communication from Canadian authorities, as described by the family, points to a need for improved international cooperation on such sensitive incidents. Diplomatic entities must proactively engage and support nationals in distress, ensuring they do not navigate foreign legal and procedural mazes alone. Chirag’s death brings to light essential measures for safety of international students. Educational institutions and local governments must bolster their efforts to ensure these young individuals are not just seen as temporary residents or tuition payers but as integral, protected members of the community. Enhanced safety measures, clear communication channels and dedicated support for international students are imperative to prevent such tragedies and nurture a truly inclusive and secure environment. Tragic end to Chirag Antil’s promising journey is a call for action by all stakeholders involved in international student mobility. It’s a reminder of the responsibilities that host nations like US, European members, UK and Australia should shoulder towards these young lives, far from home, in pursuit of their avocation. Changed Foreign Policy Stems from Bharat’s Cohesive Leadership

‘Why Bharat matters’ is a wonderful and compact rendition of the dynamic policy matrix by S. Jaishankar while being in corner office! Dr Amritpal Kaur When the realist External affairs Minister present a clinical picture of the world affairs in a compact book, it should be read with all the care. It’s because the analysis of a career diplomat is palpable and it also gives a sense of the minds that work at the helm, in the control room, assiduously at work of foreign policy making and execution. As the book unfolds, it reveals to the reader nuances of International relations from contemporary Indian vantage point from the actors end to the influencers arena, to general people who more often than not, are at the receiving end. Broadly, the book deals with various stakeholders of Indian Foreign Policy, past and present. It discusses the government’s account of international issues as well as the take of people sitting inside the power corridors or outside it. Sardar Patel, Syama Prasad Mookerjee and Dr. B R Ambedkar’s views on foreign policy issues which were not mainstreamed by the then Government of India are discussed. The point that Jaishankar is driving home in this book and his earlier publication, The India Way is that many problems of today have their roots in yesteryear’s regimes. These issues have over the years become soar points for India, territorial disputes and strategic-tactical missteps taken by Indian dispensation are the glaring examples. Why Sardar Patel or Mookerjee matter today, in part, is because they tried to warn about these mistakes and had the Government taken their suggestions on board, the picture might have been different today. There is also a shift in the approach to International relations within Indian government since the last decade and this shift comes through the book as well Nationalist foreign policy, in place of third world internationalism, open ended multipolar world order with greater role for countries like India. Jaishankar calling out the double standards that dominant powers use for similar situations are some of the examples of this shift.  In many ways, Why Bharat Matters is a book that announces to the world that India has arrived, again! It goes beyond the usual standard academic analysis, into the fields of real time variables with direct impact on contours of policy making. For example, how Government of India responded to crises like COVID 19, Ukraine war, Afghanistan crisis are some issues dealt with in the book on a first person account basis. What also contribute to its salience is that Jaishankar has a deep and detailed knowledge about International relations and the games that nations play and it is this knowledge which peeps through the book. As much as it is a written word, it is also a policy statement of Government of India, its approach and stakes in international relations. In that sense, it is not a dated analysis, rather an up-to-date, in-the-moment picture of the events that have happened in the past decade and are transpiring as we write and read. What sets this analysis apart is not just frankness of Jaishankar in offering his perspective on issues, but the cool matter-of-fact assertion of strategic elbow room that India is claiming in foreign relations under mounting pressure from various parties. That India needs to take into account its own unique predicaments and opportunities to accomplish its own national goals are according to Jaishankar its raison d’etat. Though the world is still coming to terms with this changed attitude on the Indian side, but the change itself came about with the cohesive leadership under the present dispensation. Interestingly, for Jaishankar India’s arrival is not a new-kid-on-the-block phenomenon, rather it was coming for a long time. India’s rise in the past decade is the central argument of the book. There are certain fixtures of Indian foreign policy, which has remained constant in the analysis too, that is, centrality of Prime Minister in terms of Foreign Policy making, the neighbourhood policy emanating from Gujral Doctrine and the impact of foreign policy on general public. A chapter dedicated to Prime Minister Modi, his world-view and approach to foreign policy is a telling example of how Prime Ministers keep foreign policy as their own prerogative domain. It can be argued that centrality of Prime Minister in foreign policy formulation emanates from the fact that as the leader of the country, he or she has a direct hand in how the world sees us and how should the world be dealt with. Jaishankar argues in the book that on all occasions, it has been crystal clear vision of Prime Minister Modi that led the way for clearer formulations in foreign policy. That the book declares India’s arrival on the world stage as a  fait accompli, not as a third world country, but as a frontline state with increasing stakes in the outcomes of international politics can also be attributed to confidence of leadership in standing up and owning responsibility in precarious situations. The book is a telling story of how the shift in confidence of leadership impacts the policy outcomes and Prime Minister as the prime example of this evolution. Dr. S Jaishankar’s experience as a seasoned Diplomat is palpable in the book he put together. The depth and crux of issues pertaining to India’s international relations are visible in his analysis. In certain ways, his style reminds one of Henry Kissinger, with crisp, assertive language and a punch in the end. However, the problem with the work is that it reads more like a diplomat’s manual than a foreign policy analysis. For an amateur reader, with no background in the foreign policy analysis the book is somewhat difficult to follow due to the insufficient information given. For example, in discussing the Afghan crisis and its outcome for USA, an indepth analysis would have been a more impactful. China Spins Jingoistic Narrative

Bharat hits back on Chinese Communist Party’s false claims on Arunachal Pradesh. Global community including US recognize the dragon ploy. Rohan Giri There’s something innate in China that cannot change. It’s in its DNA to encroach on others. As part of its grand plan to usurp others land, properties and expand its hegemony, China and its ruling Communist Party of China (CPC) have tasted success in few areas while they eagerly look at grabbing neighbours’ territories. Tibet is one area where Chinese Communist Party has had large success in altering names of places, assert control on large swaps of land and change, culture, languages and life of ordinary citizens. Through coercion, China constructed certain structures to also advance on its border regions through coercive means. Similar attempts have been made with Bharat’s territories especially Arunachal Pradesh to assert its dominance in the region. Communist Party of China and its life time General Secretary Xi Jingping announced Chinese names to places in and around Arunachal Pradesh. Latest in the Chinese ploy of old and deceitful rhetoric is evidenced by statements made by People’s Liberation Army’s Senior Colonel Zhang Xiaogang, spokesperson for Chinese Defense Ministry. By intention, he claimed that southern region of Xizang, the Chinese nomenclature for Tibet, was integral component of China’s territory.  This was obvious reference to Arunachal Pradesh which China thinks is its own territory. Chinese Defense Ministry raked up the bogey on Bharat’s north-eastern state of Arunachal Pradesh after Sela Tunnel was constructed to enhance civic and military connectivity and capabilities in the state. The latest overtures by China expose the Chinese Communist Party ploy to initially seize Tibet and subsequently move in on Arunachal Pradesh. Bharat along with 17 other countries, mostly neighbours, has experienced adverse consequences of persistently making unsubstantiated claims by Chinese Communist Party. Henry McMahon, then foreign secretary of Britain drew an 890-km border between Bharat and Tibet in 1914. Arunachal Pradesh was formerly referred to as North Eastern Frontier Agency before the establishment of the McMahon Line. On one side of McMahon, Tibet existed as an autonomous region while on the other Arunachal Pradesh was an Indian state. Chinese communist party falsely maintains that Tibet is one component of China and refuses to acknowledge this demarcation. China’s aspirations for territorial expansion had begun to gain momentum at this point. The act of manipulating maps to include some regions of Bharat has been observed since ancient times, hence its innate to its nature. Bogus claims of Chinese communists were undermined when Japanese forces launched an invasion of Arunachal Pradesh, north-eastern state of Bharat during Second World War. Additionally, emergence of Chinese expansionism posed an enormous threat to Bharat’s territorial integrity. During that period, the British-led Indian Army provided protection to Tawang of Arunachal Pradesh. Bharat has had consistently maintained a firm stance against China’s claims and Arunachal Pradesh residents have historically rejected  China’s expansionist aspirations and unsubstantiated assertions. Latest PLA statements on Arunachal Pradesh have come after Chinese Communist Party misleading names of 11 locations in Arunachal Pradesh. In addition to expressing their outrage, local populace actively engaged in peace marches on the roads, demonstrating their opposition to China. The protesting people were holding placards that read, “We stand by India” and “Arunachal is not part of China.” The posters in their possession had the message, “Don’t we know… How China is oppressing the people of Tibet and is always engaged in looting it? At any cost, we would not like the condition of Arunachal Pradesh to become like that of Tibet…” Individuals hailing from Arunachal Pradesh, holding tricolor flags, asserted that similar demonstration were held when China changed the names of six locations in 2017 and 15 locations in 2021. The misleading names were in the Chinese and Tibetan languages. In 2023, the controversy over stapled visas gained attention as Indian Wushu players were granted such visas by China. New Delhi-based think tank Center for Integrated and Holistic Studies, at that time, had reported that the “Stapled visas incident is seen more as one step further in China’s grand expansionist plan and communist vision to occupy others’ land disregarding international treaties, pacts and ‘gentlemen’ agreements to not change on-the-ground goal posts. Only way to put an end to this psycho-warfare like stapled visas is to firmly retake ‘Aksai Chin’ under its ‘illegal’ occupation since 1950s and held after the 1962 war.” Bharat and its government always said that Arunachal Pradesh was, is, and will remain integral to the country. China’s illegal expansionist strategy extended much beyond Arunachal Pradesh, Tibet, or Nepal. Countries and international communities need to be alert to such machinations and not succumb to mechanisms like debt trap, infrastructure development or other forms of avarice. Wins Hearts, Pitches for Prosperity in Kashmir

Kashmir people resoundingly dismissed notions of a divided stance; unequivocal support for Modi’s vision of a ‘Naya Kashmir’. Rahul Pawa During his maiden visit to Srinagar after having ended an era of discrimination by landmark amendment of Article 370, Prime Minister Narendra Modi encountered a reception that left critics and skeptics astounded. Anticipation for his visit had been building for several days with throngs of Kashmiris flocking to Srinagar, the summer capital of Jammu and Kashmir. Driven by a desire to glimpse Modi, a leader whose popularity has surged across what was once known as a turbulent state. This fervent public display signifies a pivotal shift in socio-political landscape of Jammu and Kashmir. It marks beginning of a period that could redefine its history ushering in significant changes and reimagining Jammu and Kashmir’s future. This visit not only punctuates Modi’s magnetic appeal with people of Jammu and Kashmir but also signals potential evolution of a territory poised to embark on path to peace and prosperity. At today’s ‘Viksit Bharat Viksit Jammu Kashmir’ programme in Srinagar, people of Kashmir resoundingly dismissed any notion of a divided stance on Jammu and Kashmir sending a clear message to global community their unequivocal support for Modi’s vision of a ‘Naya Kashmir.’ In the event at Srinagar’s Bakshi Stadium, Lieutenant Governor Manoj Sinha extended warm welcome to Prime Minister Narendra Modi who was  cheered by thousands of followers and supporters joining online from all districts of Union Territory and around the world. Modi, engaging in dialogue with Viksit Bharat beneficiaries from several J&K districts including Shopian, Jammu, Kupwara, Srinagar, Ganderbal, Bandipura, Kathua, and Kishtwar, showcased inclusive reach of the initiative. Amid scenic backdrop of Bakshi Stadium, Modi then unveiled an ambitious slate of 53 projects, cumulatively valued at Rs 64 billion. These ventures go beyond just infrastructure projects; they are beacons of hope and engines of progress for Jammu and Kashmir. PM emphasised the transformative impact these projects are poised to have on the UT’s development trajectory. Modi’s visit was not only about projects, it was genuine urge to outreach to Kashmiris whom he addressed as his parivar or larger family. Echoing sentiments of Syama Prasad Mukherjee whose sacrifices laid the groundwork for this new vision of Jammu and Kashmir, Modi reiterated the symbiotic relationship between development in the valley and broader pillar of India’s progress. Modi also empathized on evolving travel trade making Srinagar, as a focal point in India’s burgeoning tourism industry pivotal to Bharat’s development story by launching ‘Dekho Apna Desh People’s Choice Tourist Destination Poll’ and  ‘Chalo India Global Diaspora’ campaign. Reflecting on his visits post-2014, Modi shared, “Whenever I came here after 2014, I have always said that I am making all these efforts to win your hearts and I am seeing that I have been able to win your hearts. I will keep trying hard. This is Modi’s guarantee…” It was a moment of reassurance, emphasise his commitment to winning over people of Jammu and Kashmir through sincere efforts and dedication. Prime Minister Narendra Modi didn’t shy away from addressing the political landscape taking aim at Congress party and its allies, along with regional opposition parties for misleading people regarding Article 370. Striking a stern note, Modi highlighted how Article 370 had disproportionately benefited certain families in the Valley challenging the earlier prevailing narratives surrounding its amendment. Furthermore, PM announced the Valmiki community now qualifies for Scheduled Caste (SC) benefits with the Vidhan Sabha reserving seats specifically for SCs. Additionally, the Pattari tribes, Pahadi groups, Gadda Brahmin and Koli communities have been newly included in the ST list. Modi turned the spotlight on tangible progress emphasizing historic milestone of railways reaching the Kashmir Valley. This infrastructure development is not just about laying tracks; it symbolizes connectivity, economic growth and prosperity for the region. In a moment of optimism, Modi expressed his unwavering faith in the youth of Jammu and Kashmir. Their potential, he asserted, is the bedrock upon which the future prosperity and vitality of the region will be built.   In a striking demonstration of political acumen and visionary leadership, PM Modi’s first visit to Srinagar has marked a turning point for J&K, signaling radical departure from its tumultuous past. The overwhelming reception that he got reflects a watershed moment in the region’s history, illuminating a collective desire among the people of J&K to embark on a journey of peace, prosperity and closer integration with the country’s developmental story. Modi’s initiatives, skillfully intertwining development agenda with efforts to connect on a personal level, have laid the foundation for a comprehensive socio-economic revival. ‘Army Out’ Mandate By The Pakistani People

The adage, ‘Pakistan Army is the only army in the world that has never won a war but has never lost an election’ seems poised to manifest yet again. Yet the people’s mandate is unequivocally clear: Army Out. Rahul Pawa Pakistan stands at a critical juncture in its political history, marked by rapid developments and significant electoral ambivalence. On February 8, the country held elections for its 16th National Assembly amidst large-scale allegations of pre-poll rigging and widespread electoral fraud. Despite these challenges, independent candidates backed by the Pakistan Tehreek-e-Insaf (PTI), founded by Imran Khan, emerged as the leading force, securing nearly 33 million votes despite its jailed founder facing corruption convictions and an ten year ban on holding public office. As the elections unfolded in Pakistan, PTI-backed candidates faced severe repression of political activities, criminalisation of affiliations with PTI, systemic hindrances, and efforts to sideline the party. Nonetheless, it secured 101 seats in the 266-member national legislature and more than 85 percent of the seats in the Khyber Pakhtunkhwa province, signalling a clear, long held mandate against the Pakistan Army’s involvement in politics. However, the adage “The Pakistan Army is the only army in the world that has never won a war but has never lost an election” seems poised to manifest yet again. Despite trailing in the electoral polls, the Pakistan Army-backed Pakistan Muslim League-Nawaz (PML-N), founded by Nawaz Sharif, and the Pakistan Peoples Party (PPP), founded by Zulfikar Ali Bhutto and currently led by his grandson Bilawal Bhutto Zardari, are well on their way to forming the governing coalition, deepening the challenges for Pakistan’s 241 million people more than ever before. Recent elections in Pakistan have created a stir shaping broader discussion on democracy, governance, and the role of the military in the political sphere. The PML-N—PPP coalition being formulated in the wake of a hung Parliament, highlights the overbearing influence of the Pakistan Army in  in political affairs. The revelation by Rawalpindi Commissioner Liaquat Ali Chattha, asserting the manipulation of election results to favour certain candidates, is not merely an indictment of the electoral process but a clarion call for introspection and reform within Pakistan’s political and judicial systems. The resignation of Commissioner Chattha, coupled with his allegations implicating high-ranking officials in the electoral fraud, paints a grim picture of the challenges facing Pakistani democracy. This apprehension furthered by Pakistan’s Supreme Court’s, as it deliberates on a petition for the annulment of the elections and the court’s decision to proceed with the case, even after the withdrawal of the petition, underscores the gravity of the situation and the imperative for judicial independence and political transparency. Internationally, the response to Pakistan’s electoral controversy has been significant, with lawmakers from the United States expressing concern over the allegations of interference and fraud. The bipartisan calls for investigation into these allegations, along with statements from the US State Department, reflect global implications of Pakistan’s political crisis. Pre-election remarks made by Ajay Bisaria, the Former High Commissioner of India to Pakistan, inject an additional layer of regional concern and scrutiny over the electoral process in Pakistan. His assertion that elections were more akin to a “selection than an election,” with pre-election engineering by Pakistan army to install a preferred government, underscores the apprehension regarding the integrity of Pakistan’s democracy and the pervasive influence of its military in political matters. This critique from a senators and a seasoned diplomat not only reinforces the global and regional voices of dissent and calls for reform but also amplifies the international call for a transparent, free, and fair electoral process in Pakistan is in benefit of the global peace and stability. This recent electoral turmoil in Pakistan transcends mere domestic concerns. It highlights a growing opposition to the long-standing and deep-seated interference of the military in politics, reflecting a worldwide demand for governance that genuinely aligns with the aspirations of the Pakistani people. The establishment of a coalition government, despite PTI’s substantial seat victories, along with global concerns about electoral integrity, marks a significant shift in the consciousness of the Pakistani populace. This shift is towards a mindset that values the nation’s true needs—transparency, accountability, and democratic governance—above the traditional dominance of military power. This movement represents the most forceful ‘Army Out’ sentiment witnessed since the creation of Pakistan following the partition of Earstwhile British India. At this pivotal moment, Pakistan’s choice will not only carve its democratic path but also shape its international persona and influence. The nation is caught between a fervent call for democracy, unencumbered by military influence, and the entrenched power of the Army within its political sphere. This clash presents a formidable obstacle to progress in democracy, diplomacy, and development, spotlighting the military’s indisputable impact on governance. Pakistan’s journey ahead is fraught with complexity, demanding a steadfast commitment to forging a genuinely democratic governance structure. The imperative for Pakistan is clear: to bridge the chasm between current realities and the democratic ideals of its citizens, paving the way for a future where governance reflects the true will of the people.
